OECD unveils plan to fight tax evasion

After two years of negotiations, the OECD on Monday unveiled a plan to fight corporate tax evasions. The agreement, adopted in the aftermath of the Luxleaks scandal, is based on the principle that corporations should be taxed in countries where their profits were made. The new measures should make it easier for countries to curb harmful tax practices such as profit shifting, and to better regulate transfer pricing arrangements.

The OECD plan was echoed by Tuesday’s deal adopted by EU finance ministers on automatic exchange of rulings between national tax administrations, as proposed by the European Commission in March 2015.

The European Parliament, which is also working on the issue, is next week set to vote on a report on the Commission’s proposal. Petr Ježek is a member of the EP’s negotiating team which will try and reach a compromise between the political groups in the European Parliament.

“We will only accept an ambitious compromise that gives a central role to the Commission so that the institution can effectively monitor the process and make sure that tax rulings do not have a negative impact on the internal market,” Petr Ježek said.

“Peer pressure has proven to be insufficient in the past. The EU must go further than the OECD approach and lead by example. The stakes are high, both economically and morally: it’s about restoring trust in the fairness of the tax system, this requires a bold move from the EU?” Mr Ježek added.
