European Commission must play key role in tax information exchange between member states

The European Parliament has called for an end of tax avoidance schemes. At a plenary session in Strasbourg on Tuesday, MEPs approved a report demanding mandatory automatic exchange of information in the field of taxation between EU member states as a way of preventing corporations from using legal loopholes to pursue aggressive tax avoidance schemes.

The ALDE group has meanwhile called on the European Commission to play a key role in monitoring this process by creating a secure central directory containing the information communicated by EU countries. A stronger monitoring system, together with an efficient and mandatory exchange and processing of tax information on Member States rulings would increase transparency and create a fairer approach to taxation, the ALDE group highlights.

“This report shows that the European Parliament, together with the Commission, wants the EU to put an end to harmful tax practices. We have reached a good text which, through more transparency, will deter both companies and EU Member States to engage in aggressive tax planning and corporate tax avoidance strategies,” said Petr Ježek who followed the file as the ALDE group’s shadow rapporteur.

“I can understand some would like full access to the rulings, but what it is important for us is to make the key information available to the Commission, whose role is to ensure the smooth and fair functioning of our internal market.  To this end, it is crucial that EU member states have no choice but to automatically share their rulings with all other EU countries and the Commission,” MEP Ježek added.

“Today's vote also sends a strong message to those companies trying to exploit loopholes in tax systems and mismatches between national rules to avoid paying their fair share of taxes. Both the European Parliament and the Commission are doing a remarkable contribution to the fight against tax avoidance,” according to Petr Ježek.

“The landmark decision approved by the Commission last week declaring illegal the tax rulings that allowed big companies to avoid taxes in certain countries of the EU and the report adopted today by the Plenary illustrate how important it is to tackle this problem with the joint effort of all EU institutions”, the Czech MEP concluded.
